CA: Gamer charged in “swatting call” that ended in police shooting; actual killer still at large

“The man accused of making a false report to Wichita police that ended in an officer fatally shooting a 28-year-old man was charged with involuntary manslaughter, reporting a false alarm and interference with a law enforcement officer in his first court appearance in Wichita. His bond was set at $500,000. … Tyler Barriss, 25, was arrested in South Los Angeles on Dec. 29, less than 24 hours after he allegedly called Wichita police claiming there was a homicide and hostage situation at 1033 W. McCormick. Barriss was in Los Angeles when the call was made, and a man inside the home — identified by his family as Andrew Finch — opened his door to see why police were outside and was shot by an officer who was in a driveway across the street.” (01/12/18)


Idiot pol: Black people more prone to effects of marijuana due to “genetics”

“Kansas State Representative Steve Alford said Sunday blacks are more affected by marijuana because of their ‘character makeup’ and ‘their genetics’ when trying to explain why drugs should be ‘outlawed’ to a room of 60 people — none of whom were African American. Alford made the comment during a legislative coffee session in response to a comment that marijuana would offer an economic boost to Kansas. The 75-year-old Republican also cited the Jim Crow era when all drugs were outlawed in Kansas, according to The Garden City Telegram. … ‘the African Americans, they were basically users and they basically responded the worst off to those drugs just because of their character makeup, their genetics and that. And so basically what we’re trying to do is we’re trying to do a complete reverse with people not remembering what has happened in the past.'” (01/08/18)

“Police and the FBI are investigating whether an argument over an online game prompted a hoax call that led to a house where an officer shot and killed a Kansas man who apparently wasn’t involved in the dispute. Wichita Deputy Police Chief Troy Livingston on Friday blamed a ‘prankster’ who called 911 and made up a story about a shooting and kidnapping. … Several officers arrived and surrounded the home, braced for a hostage situation. When Finch went to the door police told him to put his hands up and move slowly. But Livingston said the man moved a hand toward the area of his waistband — a common place where guns are concealed. An officer, fearing the man was reaching for a gun, fired a single shot. Finch died a few minutes later at a hospital. Livingston said Finch was unarmed. The officer, a seven-year veteran of the department, is on paid leave pending the investigation. … Lisa Finch said the family was forced outside barefoot in freezing cold and handcuffed after the shooting. She said her granddaughter was forced to step over her dying uncle and that no guns were found in the home.” (12/29/17)


KS: Republican Estes wins special election for US House seat

“Republican Ron Estes has won the special election for the U.S. House seat in the 4th congressional district of Kansas, according to The Associated Press. In this conservative, rural district, which President Donald Trump won by nearly 30 percentage points in November, anxious Republicans needed to make a frantic push in the campaign’s final days …. Despite the very conservative district — where a Democrat has not held a House seat since 1994 — and the last-minute GOP star power, Estes won by only a 53-45 percent margin, with 100 percent of precincts reporting.” [editor’s note: I wouldn’t categorize a 53-45 result as “tight” (the original headline characterization) or “only,” but it is an interesting shift. KS: Video emerges of deputy tazing, cuffing 91-year-old Alzheimer’s patient who died

“Shocking body-camera footage has revealed that a sheriff’s deputy in Kansas jolted and handcuffed a 91-year-old man with Alzheimer’s after he refused to go to the doctor — and family members claim the violent incident led to the elderly man’s death. The unidentified victim was living at a nursing home in Minneapolis when deputies from the Ottawa County Sheriff’s Office were summoned there on March 30 in response to a call about a tenant getting violent before his regular doctor’s checkup. An initial report claimed that the victim had been combative with officers before a deputy discharged his stun gun — but body cam footage made public on Thursday by KWCH appears to suggest otherwise.” (12/22/16)
